What Does an Agency ELR Specialist Do?

The primary role of an Agency ELR Specialist is to provide expert consultative and transactional services to federal supervisors, managers, and executives. Their focus is laser-sharp on the subjects of Employee and Labor Relations (ELR).

Competitive Edge: Without a relevant Master's Degree, candidates sometimes face a harder time being selected for positions at the GS-12 level or higher due to the technical complexity and expertise required for the role.
Typical Grade Levels for ELR Specialists
The full performance grade level for ELR/LMR/ER Specialists typically rests at GS-13 in most federal agencies, reflecting the high level of expertise and responsibility.
Supervisory Roles: Supervisors of these critical work groups are generally classified at the GS-14 level.
Agency Variations: It's important to note that grade levels can vary slightly by agency. For instance, the Department of Veterans Affairs has historically been known for artificially suppressing the grades for these complex occupations with many full performance specialists classified at the GS-12 level at the facility or VISN level.
